The FoC describes the shift of the center of gravity of an arrow toward the tip as a percentage of the arrow length. (In the AMO standard, the arrow length is calculated without the tip.)
A higher FoC means faster stabilization of the arrow in the air. When hunting, penetration is also improved; according to Ed Ashby, a FoC of 19–30% is best.
When shooting at long distances, the arrow, and therefore also the tip, must be as light as possible. This can result in a negative weight of arrows.
Arrows for normal use usually have a FoC of around 10%.
The center of gravity of an arrow can be determined by balancing it on the edges of your hand and then slowly placing your palms together; the arrow is balanced at the center of gravity, where your palms touch.
